Per-capita approaches are strongly identified with the “Contraction and Convergence” approach. This is as it should be, for C&C was the first real “equity reference framework,” and as such, it has done a great deal to publicly establish the need for just, global effort-sharing as an essential aspect of an emergency climate stabilization program. It has acquired, and deserves, a great deal of respect and support – indeed, we used to be C&C supporters ourselves. The Greenhouse Development Rights Framework

As with the 'Berlin Wall', the 'Climate-Firewall' can yet come down. 'Climate-detente' possible at COP-17 with negotiated rates of C&C.
